Rafael Garcia obtained his medical degree from the University of Puerto Rico. He completed his Otolaryngology-Head and Neck Surgery Residency at the University Of Puerto Rico, School of Medicine. Dr. Garcia was awarded a fellowship in Head and Neck Oncology Surgery from the Roswell Park Cancer Institute in Buffalo, New York. He is licensed to practice in the state of Texas.

Dr. Garcia served as an assistant professor at the Roswell Park Cancer Institute until 1994. He then relocated to San Juan, Puerto Rico and served as an assistant professor of Otolaryngology-Head and Neck Surgery at the University of Puerto Rico, School of Medicine and the San Juan Veterans Administration Hospital.
